Apps will not download , circle keeps spinning

Hello,

I have been trying to download apps from the App Store on my Iphone 12 , and instead of downloading, the circle keeps spinning for a few minutes, then goes back to as if I had never tried to download it in the first place. I have tried resetting all settings, logging in/out of Apple ID, making sure my payment is correct, and resetting my iPhone. Any insight on this would be appreciated! I also have updated my phone to the newest IOS .
