iPhone won’t download apps

My iPhone won’t download any new apps. It’ll update old apps but won’t download new ones. Yes I have a good WiFi connection. Yes I have restarted my phone and the AppStore. No I have not changed passwords. Yes I have a valid payment method. Yes I have over half of my storage left plus I pay for extra storage. I’ve gone through every troubleshooting step anyone can list online and nothing. I just get the loading circle and then it goes away. It never even asks for my fingerprint to verify. What’s going on?
