Apple ID baned in Apple Store

Help me with my problem. Recently, цфы blocked my ID in the apple store, I can not contact the support service, on the official website it does not work for some reason. How do I solve this problem? May be some one can tell the phone of international format for communication with support. (I am from Ukraine, I apologize for my English.
