iPad texts and calls
Can I text or call with wireless internet? Lost phone.

Only using internet services. So for texts, you can use iMeassage over WiFi, or Skype or Google Hangouts, etc. For calls, you’re limited to VOIP service like FaceTime, Skype, Omaa, etc.
But without an iPhone to pair the iPad with, you cannot make regular cellular telephone calls nor use SMS/MMS text services.
