Trouble signing into my apple id

I had to actually create a new apple id to post this... but my original id is locked out, it uses a email that no longer is active. however, it strangely enough worked on my last phone without all this excess verification. I purchased a new phone today, backed up my apps and music and i cannot retrieve these apps from the app store because i dont have the proper login credentials. yes, this is my account and its not stolen. the funny thing is on my other phone i was able to make purchases to that original acct, and now i cannot with my new phone. my previous 6s allowed downloads as i used the fingerprint to do so through the app store, and the new XR doesnt have that so im not sure what to do. will re signing in to my new id on my new phone erase that of data kept on my apps from my old phone? i know this is quite a complex question, i just dont have 4 hours to wait in an apple store to be told to contact support.
