Terms and conditions agreement on IPAD 6th Gen 2018

I set up my username and password for my Ipad. When I try to sign in it accepts the Username and Password but then asks for me to "AGREE" to the terms and conditions. I hit agree twice and it says "signing into Icloud" but then goes back to the terms and conditions again. It wont sign in to icloud.

Assuming that you mean the log in username and password you use when signing into the iPad, signing into icloud requires your Apple ID and password for that.
