Unable to sign into new ipad

New iPad asks for Apple ID and password to transfer my apps from iCloud. After entering it, it asks to agree to Apple’s conditions of use. When I agree, it asks to sign in again. After doing this 4 times, I changed my password but the same problem keeps occurring.

Try Later On:

Wait this out, and try in 30 minutes from now. Seems to be an error on Apple's end --someone heavily reported at this moment on these forums.
