I am a artist trying to get in contact with Apple so they can sign me and get my songs on Apple Music

Apple doesn't "sign" artists. Artists or rights holders submit their content to the store for sale and distribution.

You can as an artist submit your content to iTunes and the Apple Music subscription service yourself.
