How can I upgrade the iOS software of a 3rd generation iPad? Right now, the iOS version is 9.3.5, but the Safari browser is not up to date enough for a web application that I would like to use. I want to update my Safari, so want to update my iOS, but when I go to Settings -> General -> Software Update, there is no update available.
Any help is appreciated!

You can't update iPad 3 past iOS 9.3.5. You can try a difference web browser, which may let you use the site you want. Try these out to see if they work for your need, but if they don't, then it's time for a more modern iPad:
iCab Mobile Web browser
Dolphin Web browser
Snow Bunny Web browser
Private Browsing Web browser
Aloha Web browser
Maxthon Web browser
