Software update keeps timing out

Hi have tried many different networks and I cannot get the System to update the latest software updates or install Xcode or Xcode tools, I am not sure if there is a issue on Apple's side or ISP related issue between USA and RSA.

MacBook Pro 13", macOS 10.14
