I can’t download google photos on my phone it keep popping up that I gotta make a purchase when I had the app before it didn’t do that what should I do

It doesn't ask you for a purchase, but it seems like there's a problem with payment on you account.
If your payment method is declined in the App Store or iTunes Store - Apple Support
