Create bootable macOS install disk using iPad Pro?

Before I erase the hard drive on my 13” MacBook Pro, I want to attempt creating an install disk, but my tools at hand do not include an extra Mac to do so.

(Can’t boot up my Mac because I’ve got that flashing question mark thing going on startup.)

What I do have at my disposal:

An iPad Pro

An Apple Time Machine that was in storage so doesn’t contain the critical files and folders that for some reason I moved out of iCloud and back on to my laptop

An extra external hard drive

A 64gb flash drive

Can I use any combination of the above to create this start-up disk? Yes, I realize the answer is probably no, but I figured I’d at least ask ...

Many thanks in advance!

MacBook Pro 13", macOS 10.14
