iPad software update

i cannot download an app to iPad says need software 11. Or later. Go to settings and try to update software and it says I have 10.3.3 and it's up to date and no software update is available

The 4th generation iPad cannot be updated beyond iOS 10.3.3.

It means your iPad is too old, the hardware is obsolete. If really need this app, you got no choice to buy newer iPads.
