answering phone calls
When the phone rings, sometimes I have the option of declining the call,but other times that option is not given

When your iPhone is locked and a call comes in, you will see the slide to answer option. If your iPhone is unlocked and you get a call, you will see the two buttons to answer or decline. I’ll link the article about managing phone call on iPhone below. Hope this helps explain the difference!
