After reading several support posts, I followed directions using Adobe Acrobat Reader to find the security restrictions on the PDF and found this info below. I'm a bit confused since Commenting is marked as allowed. Can someone with more knowledge of PDF security speak to what in this list is preventing me from editing these Chase statements in Preview? Is the Page Extraction trumping all other options and causing this behavior?

The Adobe Acrobat Reader PDF viewer plug-in for Safari is deprecated and does not load in Safari 12 or later. Otherwise, see Eric Root's reply.
