Go to Settings > Each App Requesting Access to Photos and grant access from inside the App Settings for each app.

What app are you trying to give access to?
Did you go to Settings > Screentime > Privacy > Photos > Allow Changes and turn on each app you want to give access to your photos
i tried to do that but is there a privacy option on privacy section? all i can see down time,app limits,always allowed,contentprivacy restrictions. i m triying to give accesss adobe clip.
