Does Icloud backup save deleted photos?

I have many embarrassing pictures on my phone, and I want to try and get rid of them for good. I wanted to know if iCloud backup saves the photos I delete from my camera roll, and even from recently deleted.

if so, how can I delete these photos from iCloud backup, and how do I stop photos from being saved in the future if Icloud back up does indeed save these photos.
