Safari won't load pages in China

I live in China. Very often I'll click on a link in WeChat or email, or try to go from a notification of a news story from ChinaDaily and Safari is unable to load the page. This happens about 80-90 % of the time. What is happening? I have iPhone 6s purchased in the States. My store is in the US. and I'm running the latest version: 12.2. MKRG2LL/A
