My brand new Apple watch series 4 activity app is not uploading all of my steps into ihealth app. For example if i get 16,000 steps today on activity app it will only show 12,000 or so steps in ihealth.

Are all these steps taken on the Watch alone or are you using some type of gym equipment connected to the Watch?
When I use the stairstepper connected to my watch the health app is out of wack with my watch on steps.
I'm thinking it is the priority setting and have adjusted, now just to test.
If not something connected to the watch, I'm at a loss to explain
But you can always try a reset, hold the button and crown down until the Apple logo appears.
Reset your Watch by pressing in the crown and side button until you see the Apple logo , then release both.
