Transfer Itunes to new laptop

How do I transfer my Itunes from my old laptop to a new one if the old one won't turn on? I have an older version of Itunes on my new laptop.........Help!

See Recover your iTunes library from your iPod or iOS device - Apple Community. You may be able to take the hard drive out of the old laptop and use a USB adaptor to connect it to the new one so you can extract your library.
