first setup shows no wifi networks??

When performing the initial setup of an iphone XR, after clicking "set up manually" the device says : Choose Wi-FI Network, but no wifi networks are shown/detected!?

It tells me to use Itunes to find the wifi networks?

Both my friends installed their Xr here and found the wifi networks straight away without iTunes connection?

Anybody who can explain this for me?
