Unable to update expiration date on my debit card in Apple Pay

I recently received an updated debit card from my credit union.

Same card number, new expiration and CVV.

Inside Apple Pay, I'm allowed to update the CVV, but not the expiration date.

When I try to verify, it fails.

When I try to remove the card from Apple Pay, it tells me I have an active subscription.

When I deactivate the subscription, Apple Pay does not recognize it (it recently billed me in April 2019, so the subscription is technically active until April 2020.)

So I'm caught in a loop of not able to update and not able to delete my debit card.

All app updates on my devices are failing, no iTunes purchases are allowed, and obviously, Apple Pay is not working.

I have used the debit card in ATM's and stores, and it is accepted.

Is there a remedy?

I have reached out to my bank and they are investigating.

It seems like this might be an Apple issue...
