I had my iphone x falls in a water for less than a minute and when i took it out it was working except the face id which is not allowing me to setup it again. Im from Oman and my phone warranty expired too. Any solution?

It sounds likely that your iPhone is significantly damaged.
Visit an Apple Store or Authorized Apple Service Center. Let them assess the iPhone and advise you how to proceed.
I have visited them and once i told him the issue he asked me if it fall in a water and i said yes directly he asked me to buy a new handset without even checking it!!!
Yup, you have to replace the phone. Water damage is not covered by warranty and is not something that can be repaired.
