When i visit youtube from safari and watch a video for some reason after updating to ios 12 when i rewind a couple times the video can freeze i have to exit full screen to refresh the page. I noticed it started doing this on the ios 12.2 updates

I suggest that you go to Settings>Safari>Clear History and Website Data. The freeze may be from cookies or corrupt website data still on the phone.

There would not be any other option other than to restore the phone. You can try first from a backup, but you can restore to factory and test. Up to you how far you go from there.
