Keeping fewer photos on iPhone 6s than in iCloud and MacBook

I wish to have recent photos on my iPhone and keep all my photos on the MacBook backed up to icloud. Is this possible?

If you are using iCloud Photos, any photos that you delete from the phone will be deleted from iCloud and all other devices signed into iCloud on which iCloud Photos is being used.
