Contacts will not sync between phone and laptop

I have contacts turned on in iCloud on both my cell phone and my laptop, but they will not sync. When I go to type text messages on my laptop anyone who is a new contact in the last year shows up only as a number. I've tried turning contact off and on, restarting my laptop, restarting my phone, it makes no difference. It will not sync and it's really driving me crazy as I have to type a ton of text messages for work and not being able to tell who is who on my laptop and having to resort to using my phone instead defeats the purpose of being able to type texts on my laptop. My ipad syncs seamlessly and I have no issues with that.

I'm on the latest iOS on my iphone 6S, 12.3.1

MacBook Air is Sierra 10.12.6

Try going to iCloud.com using a computer to see if the items are there and whether they are from the device or the computer. That should show whether the device or the computer isn't syncing. If the computer, try going to System Preferences/iCloud and stop syncing. Wait a couple of minutes, then recheck syncing. If the device, go to Settings/Your Name/iCloud and do the above. As a last resort, you can also try signing out of iCloud and then sign in again.

Update your iPhone, iPad, or iPod touch to the latest version of iOS and your Mac to the latest version of macOS.
Make sure that you’re signed in to iCloud with the same Apple ID on all of your devices.
Set up iCloud on all of your devices. If you have a PC, download iCloud for Windows.
Make sure that you're connected to Wi-Fi or have an active Internet or cellular connection.

It's not syncing on iCloud. So my phone and iPad have all my contacts and somehow are merging seamlessly. But when I log into iCloud on my laptop, and when I look at the contact on my laptop, neither have any numbers from the last year. I tried signing out of iCloud and unchcecking syncing contacts in system preferences on my laptop, then rechecking syncing contacts, waited five minutes, logged back into iCloud, still nothing. Neither iCloud nor my laptop show the recent contacts.
