Why are my photos suddenly uploaded to my new phone

I have an iPhone 8 Plus and I have my iPhone 6 to my brother. Recently I bought more storage (200) and I don’t if taht affected it but today I went on my camera roll and I saw albums and photos that weren’t there but were on my brothers phone. I’m very frustrated and confused. All his photos and my old photos uploaded to my phone and all my photos went to his phone. I’ve tried to change his iCloud but it didn’t work. And if I sign him out and restart his phone so he can restart as a “new” phone would it delete all my photos since his phone also has all my photos? Please help me.

iPhone 8 Plus, iOS 12

If all of your brother's photos are appearing on your iPhone and all your photos are appearing on his iPhone, you seem to be using iCloud Photos while signed in with the same AppleID. If that should be the case, you must not delete any photos from either device, until you are signed into iCloud with different Apple IDs.

You can see the iCloud AppleID you are using on the iPhone, when you go to Settings > Your Name.

The AppleID is shown below "iCloud".

Are you still using the same AppleID on the iPhone?

I’ve tried to change his iCloud but it didn’t work.

Where did you try to change the iCloud settings for your brother and what happened?
