Might you be talking about someone else’s Apple ID? Might this be a previously owned iPhone? You would need to contact the previous owner if so.

Otherwise:

If you forgot your Apple ID - Apple Support

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
