Updating payment card

Everyrime I try to update my payment info(new debit card) it says I need to verify my old card but I can’t.

iPhone X, iOS 12

Try removing it via https://appleid.apple.com/account/manage

If that also doesn't work contact iTunes Support and see if they can help you do it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)

When I try to add the new card it says “ one or more of your payment methods requires verification” and when I try to remove or edit the current card on file it says I can’t delete it because of subscriptions I have.
