Depends where it is sold. If you buy direct from Apple you can expect an unlocked device. If you buy from a cellular network there is a high probability it will be locked to network, but this may be governed by local laws. If you buy from a third party reseller.... your guess is as good as mine.
Also, there have been credible reports that Verizon can't activate Watches that were previously activated on other networks. Last I checked, they acknowledged the issue was on there end but they didn't have a solution.
