How to edit Addressbook on a PC
Use the PC's internet browser and log in to icloud.com and go to the Contacts app there. That assumes that your contacts are synced to iCloud. On an iPhone or other iOS device you can turn the syncing on via Settings > [username] > iCloud > Contacts.

It would depend on how you are managing your contacts. If you are managing contacts in iCloud, then log into iCloud on the computer, go to www.icloud.com, log in with your iCloud ID, and you can manage Contacts there. If you are managing them in another method, please explain.
