Im adding songs to my library but won't let me download any

Has anyone every had trouble with their apple music? like i add songs to my library but won't let me download any. I have tried multiple things, such as resetting my whole library, re-adding all my songs, etc. I have tried emailing apple about this but it just bounces back! Anyone have any ideas of what else i can do??
