macOS Mojave software update showing Command Line Tools beta 1 for Xcode 11

This morning, Software Update is notifying me to install Command Line Tools beta 1 for Xcode 11. I am running macOS 10.14.5 and I do not have Xcode 11 installed. I don't think this should be showing up as an update for macOS Mojave. Is anyone else seeing this?

It is a fluke because I got this too and have no previously installed beta of Xcode or command-line tools. I do have Xcode 10.2.1 and its corresponding command-line tools installed. This software update is something that Apple will have to address on their end, as we can do nothing about it — except not install it.

I'm seeing the same thing. I filed a bug report for it through Feedback Assistant; they're more likely to see it there than on this forum.
