I am unable to download app on my iPad (model: md5100ll/a - IOS 10.3.3. The apps that needed updates did so but downloading a new app I get the message that it´s unable to download. When I initiate a download it starts the process but then stops. I have tried everything I have read on the varios forums concerning this issue.

I have been having this same issue for almost a week now... can't download any of my previously purchased apps. I'm running iOS 10.3.3, and any time I attempt to download an app, the download starts followed by a message stating "unable to download. please try again later". When I close this message, it reappears a second time a few seconds later.
In my case, I've tried power-cycling my iPad, logging out and back into the app store, reconnecting to my WiFi and turning Airplane Mode on for 30 seconds then back off. So far nothing has made a difference.
