Unable to download App iPad md5100ll/a - IOS 10.3.3

I am unable to download app on my iPad (model: md5100ll/a - IOS 10.3.3. The apps that needed updates did so but downloading a new app I get the message that it´s unable to download. When I initiate a download it starts the process but then stops. I have tried everything I have read on the varios forums concerning this issue.

There is a problem affecting the App Store, that might be causing it : https://www.apple.com/support/systemstatus/

I have been having this same issue for almost a week now... can't download any of my previously purchased apps. I'm running iOS 10.3.3, and any time I attempt to download an app, the download starts followed by a message stating "unable to download. please try again later". When I close this message, it reappears a second time a few seconds later.
