Mac Photos in iCloud but do not want them to show on other devices

Is there a way to sync my Mac Photo library (around 12,000 pics) with Icloud photo library but not have every one of them show up on my iphone or ipad photo library? I basically want to back them up on icloud but not have to see them on my other devices

The way to do that would be to turn on iCloud Photo Library on the Mac but do not turn it on in the other devices. iCloud Photos syncs to and from all devices where it is turned on.
