(I am from Romania) If I buy an apple watch series 4 GPS+Cellular from germany, can I use it in Romania with the Cellular LTE feature?
And if so, is it any different from the e sim feature on the iPhone XR, XS,etc. (I’m not sure because I know that the apple watch is supposed to copy your existent phone number but the e sim feature on the new iPhones is supposed to allow you to have another DIFFERENT phone number)?. Thanks for your help.
There do not appear to be any Romanian carriers that support the Apple watch for cellular service.

Contact the carrier you wish to use in Romania and see if they plan on supporting the Apple watch.
The eSim on Apple watch is different to the eSim on an iPhone.
Orange in Romania supports eSim on iPhone, but does not support Apple Watch at this time.
