I have an iMac (10.13.6). I received a .rar file from a h/w vendor, but can't seem to extract from it on my iMac. Does High Sierra have any built-in app for extracting .rar files? If not, is there any other option to unzip the .rar file? Thx.

RAR is a different type of compression scheme. The free Stuffit Expander can open it, and many other types of archives.
RAR is a format invented by the RAR Lab team. See - https://www.win-rar.com/
They somewhat more recently issued a new version of this format - version 5 as I recall and many older RAR tools do not support this newer format. I do know however that MacPAR Deluxe for Mac does support this.

PS. WinRAR provide a Mac tool themselves but it is only a command line tool. (Yuck!)
The Unarchiver can extract .rar files as well. It's available from the App Store.
There is also Keka which is $2.99 from the App Store. People seem to like it.
I see the Stuffit Expander is in the App Store, too. For quite a while, you could only get it from SmithMicro's site.
But either should to the trick.
That's the one in the App Store I was looking for! The only other name that was coming to my noggin was UnRarX for Mac, which is old and never worked well to begin with.
