I can't add a new payment method or delete my old one

I only have one card connected to Apple Pay, which I had to cancel due to fraudulent activity. When I went to add a new payment method it will not allow me and gives me the error message of "one or more of your payment method requires verification". When I try to just remove the old card i receive the error message of "there is an active subscription on this account that requires at least one payment on file". Kind of stuck here as I can't add a new card or change the old one. Any suggestions?
