iCloud on new iPad Air

When I attempt to open iCloud in a browser I get the message "set up iCloud on this device" in spite of the fact that shared photos and files are working correctly.

My email does not sync between devices, Mac Book and iPhone.

The iPad was set up by transferring settings and data from an iPad mini 2.

You cannot access the iCloud website on a mobile device. You need to be signed in in Settings>iCloud, and haver enabled Mail, Contacts, Calendars etc. there.
