Read these support guides:

Use Touch ID on iPhone and iPad - Apple Support

and/or

If Touch ID isn't working on your iPhone or iPad - Apple Support

If you followed all the steps provided to no avail, have your iphone inspected at an Apple Stopre ro Authorized Service Provider: Apple – Location Selector
