Can't install OS Mojave because computer will not restart

I am trying to install OS Mojave. I am currently running OS El Capitan. My computer has never shut down or restart without me doing a hard reset. I downloaded the OS, and it shuts all of the apps then it just gets stuck with all of the apps closed and the computer still on.

I have tried installing in safe mode, I have tried disk utility First Aid, and I have also tried hard restarting. Nothing seems to work, and I really want to update my computer

Hi,

Did you try and download the Majave, from the App Store?

if so and that failed try this please, Option-⌘-R, which will Upgrade to the latest macOS compatible with your Mac.

Release the keys when you see the Apple logo, a spinning globe, or a prompt for a firmware password. When you see the Utilities window, you've started up from macOS Recovery.

This will then upgrade for you.
