Why won’t my iPod 5th Generation download apps? I have tried absolutely everything I can find on any Apple website and have watched multiple YouTube videos but nothing is working! I tap install and it comes up with the loading sign forever! MY INTERNET IS FINE?!!

Thanks for asking the Apple Support Communities for help with installing apps on your iPod touch. I am happy to help.
1. Please double check you have tried everything in this help article: If you can't download or update apps, or if apps get stuck - Apple Support
2. If you still have issues, I recommend trying while connected to a different wireless network. I am aware the network is working for normal internet pages, but other more secure items, such as downloading apps, may be blocked on the network you are currently connected to.
If you still have issues, please let us know if the issue is occurring while connected to multiple wireless networks or not. Thanks and have a wonderful day.
I believe Apple, in Cupertino, CA is doing some behind the scenes work or changes to the iOS App Store, in preparation for the later introduction of iOS 13 in the Fall.
There have been lots of similar reports and issues with the iOS App Store started over the past weekend.
Eventually, apps should be able to download/install/update at some time between the period when Apple isn't do sometbing with iOS App Store servers/software.
Stay patient.
