when iOS 13 public beta releases. I’ll install it but when iOS 13 releases to all devices in the fall and i want to update to it. Should I return to the latest version of iOS 12 and update to iOS 13 or when i go to update software it update to iOS 13 public version?

Usually the latest (Golden Master) beta of iOS is an actual final version of iOS that will be released to public.
So you will need not to install the last beta, then delete the beta-profile off your iPhone and you will receive the official version of iOS in Software Update.

So you will need not to install the last beta, then delete the beta-profile off your iPhone and you will receive the official version of iOS in Software Update.
I have found that since the iOS betas need a profile, you have to download the profile for each separate beta. On my Mac, it just goes to the next OS but on the iPhone it does not seem to do that.
