watchOS 6and iOS 12

If someone had an iPhone 6, which cannot use iOS 13, and an apple watch series 4, can they still update the watch to watch os 6using iOS 12?

watchOS7 upgrade Apple Support says “watchOS 7 is compatible with Apple Watch Series 3 and later and Apple Watch SE. Upgrading to watchOS 7 requires an iPhone 6s or later running iOS 14 or later”. Question: Can I upgrade Apple Watch 3 Software to watchOS 7 on an iPhone 6s and then pair the watch with an iPhone 6?
