Hello! I have an iPhone X in a perfect condition. I tried to update the latest IOS version (12.3.1) but an error message was sent: 9, 11, 4013, 4000. The phone always restart.
I followed your online instructions but nothing was happened. My phone is still unusable!
Could it be a flaw?

It could be because your iPhone at one time was jailbroken or the computer you are using to restore it was used with a jailbroken iPhone, or it could be a hardware failure. If the former is not true then click on the Contact Support link on the top right of this page and start the service process.
Thank you for your answer. I am the first owner of the iPhone and the MacBook which I used. They were brand new, never jailbroken. I hope that the Hungarian support can help, because the Authorised Service Provider in Hungary didn't want to help.
