Every time I make a purchase, the next purchase I make won’t go through, I get the purchase cannot be completed message. It is a real inconvenience. Please help.

Does it also tell you to contact iTunes Support ? If it does, have you done so ? If not, you should (these are user forums, not iTunes Support) :
- go to http://www.apple.com/support/itunes/ww
- click on your country's flag (the country where you live, and which is therefore the country on your account)
- click on Contact Support towards the top right
- click on Get Help under 'Talk To Us'
