how do I get my account enabled so that I can download updates again. I changed credit card accounts for billing but have never been able to update for the last year

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
