Itunes giftcard balance

I have 0.51 credit on my gift card and i want to change my store to another country but I can’t because of this balance and its too low that I cannot spend it anywhere so can u please help me with it.

If you are no living in a new country contact iTunes Support and ask them to remove the balance from the account : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you now live ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
