Can I still buy the Apple care+ at Costco and add to a MacBook o bought at Best buy

Yes, you can, though you need to purchase AppleCare+ within 60 days of Mac purchase.

As long as you buy it within 60 days of purchase of the device, but I am not sure as I believe you now have to buy it directly from Apple. And, having bought the computer elsewhere, they may wish to see your purchase receipts and run diagnostics on the Mac.
However, I just checked the costco website and the only Applecare+ I found was tied in with a computer purchase - I could not find a separate listing.
